Lisbon is a wonderful city to walk and it is well served by a public transportation network that includes subway, buses, and tramway. If you want to visit the outskirts, you can catch a train or a boat, depending on where you want to go. Taxis are cheap and there are other companies such as Uber and Cabify. Bike and e-scooter sharing is also available through different providers.
To use the public transports, you’ll have to purchase the ‘7 Colinas’ / ‘Viva Viagem’ electronic travel card, which you can then top up with balance for your journeys and can be used both for the Metro and for Carris (bus and tramway network): https://www.metrolisboa.pt/en
